Fukushimas Happen Annually

This is doubly distressing as South Block must be aware of the strategic silence the nuclear energy industry has managed in mainstream media everywhere regarding serious problems in at least three atomic sites in America at the present moment. Indeed, experts feel the nuclear industry’s recurrent disasters have virtually become an annual event. While Chernobyl and Fukushima could not be concealed, the British successfully blacked out Sellafield (1957) where the first nuclear leak occurred.

Now, danger is brewing in Nebraska and Los Alamos, while Fukushima’s escalating crisis is being downsized. Two whales caught 650 kms away from the melting reactors have shown intense radiation, and plutonium – just one pound evenly distributed to every person on earth could kill all – has been found dangerously far from the site.

At Fukushima, five nuclear reactors are burning over three months after the crisis began (Chernobyl burnt 10 days); and plutonium, strontium, cesium, uranium and other nuclear materials are being released into the atmosphere. A newly installed water treatment system at Fukushima #1, designed to remove radiation from the colossal amounts of water at the plant, had to be shut-down. Workers need to enter Fukushima #2 to inject nitrogen into the reactor to prevent a hydrogen blast; they can’t enter because of excessive humidity.

In America’s Los Alamos, a massive wildfire is threatening the national laboratory that hosted its atomic bomb programme, and still contains stored radioactive materials. So far, no one knows how much there is, how gravely it is endangered, how much (if any) has been overwhelmed by flames, and the potential for radioactive fallout.

At Nebraska, on June 6, the Missouri River flooded at least two reactors at Fort Calhoun Nuclear Facility near Omaha city. Yet there is ominous silence about the impact of flooded cores and fuel cooling ponds on the Missouri and Mississippi Rivers, and the eco-systems up to the Gulf of Mexico which is still reeling from BP’s toxic oil spill. A 16 feet wide x 8 feet high rubber floodwall was punctured, but the company claims the ‘same level of protection is in place.’ How?

There is silence about whether flood waters will continue to rise at the plant; if the operators can protect them; and what happens if they can’t. Fort Calhoun is cooling its reactors and spent fuel pools with back-up diesel generators. The buildings are designed to withstand flooding of 1,014 feet; the waters have reached 1,006 feet and were still rising at the time of writing. On June 7, a fire broke out in an electrical switchgear room and cut off power to a pump that cools the spent fuel rod pool, for about 90 minutes. The plant stores 840 metric tons of highly radioactive spent fuel rods at ground level, open to sky. An expert said if the Missouri River pours in there, Fukushima will look like an X-Ray.

The floods could also endanger the Cooper Nuclear Facility in Brownville, Nebraska. On June 20, Cooper declared a “Notification of Unusual Event” because Missouri River’s level reached a dangerous 42.5 feet. Cooper Station can’t discharge sludge into Missouri River due to flooding, and has “overtopped” its sludge pond. Yet the US Nuclear Regulatory Commission says there’s no cause for panic [read: no evacuation plans].

The US Nuclear Regulatory Commission’s constant collusion with the nuclear industry to lower safety standards regarding ‘acceptable radiation damage to reactors’ is the most disquieting aspect of the crisis. Three Senators are now demanding a Congressional probe on the safety of America’s aging nuclear plants. Associated Press correspondent Jeff Donn has revealed that radioactive tritium leaked from 48 of 65 US commercial nuclear power sites and entered groundwater from corroded, buried piping; 37 leaks exceeded the federal drinking water standard.

Many nuclear plants have underground piping, which is rarely inspected properly. Much of this is corroding, causing radioactive leaks and spills of tritium and other radionuclides at several sites. But when certain parts or systems of American nuclear plants come close to violating standards, either the government or the industry undertakes ‘research’ and both conclude that standards can be lowered! The excuse is, “the standards were overly conservative.” Thus, failing parts and systems are allowed to conform to diluted standards! And when the systems and parts still do not conform, the regulators issue waivers or amendments or special exceptions and let the nuclear plants keep operating.

A serious issue pertains to the integrity of the cooling systems. Some of the underground piping carries water to cool the reactors. In a Fukushima-type of crisis there is a desperate need to cool the reactors, because radiation produces immense heat. There is equally the danger of other radioactive materials like strontium or cesium leaking. At Indian Point, 25 miles north of New York city, the nuclear plant had many radioactive leaks from the spent fuel pools. Even Gregory Jaczko, chairman of the US Nuclear Regulatory Commission, has hinted at the need to revisit the security of spent fuel pools.

Another issue is embrittlement of the steel containers around the reactors, which can cause them to shatter suddenly. The American government and regulators, finding reactors approaching or even violating the embrittlement standard, instead of demanding repairing (a process called annealing) or outright replacement, are compromising on the standard and letting the vessels become even more brittle (and disaster-prone). This is post-Fukushima!

In a classic case, Entergy, which owns a reactor in Vermont, is suing the State for its decision to shut down the reactor on March 21, 2012, after it spewed tritium into groundwater and the Connecticut River from underground pipes whose existence the company denied. A cooling tower also collapsed. But the Nuclear Regulatory Commission extended the reactor’s license and asked the federal Justice Department to intervene on behalf of the utility.

Are these the standards the UPA government will import into India along with the nuclear energy plants it is doggedly pursuing with multiple foreign entities, all hailing from countries whose own populations are beginning to have serious reservations about the viability and desirability of nuclear energy?

India to host World Environment Day 2018

India will host the global World Environment Day celebrations on 5 June 2018, the government and the UN jointly announced today.

“India will be a great global host of 2018’s World Environment Day celebrations,” said Erik Solheim, United Nations Under-Secretary-General and Head, UN Environment at the announcement on Monday.

The government has also committed to organizing and promoting the World Environment Day celebrations through a series of engaging activities and events generating strong public interest and participation.

From pan India plastic clean-up drives in public areas, national reserves and forests to simultaneous beach clean-up activities – India will lead the initiative by setting an example.

“India is excited to host the World Environment Day this year on June 5. Indian philosophy and lifestyle have long been rooted in the concept of co-existence with nature. We are committed towards making Planet Earth a cleaner and greener place”, said Dr Harsh Vardhan, Minister of Environment, Forests and Climate Change.

“Beat Plastic Pollution”, the theme for World Environment 2018, urges governments, industry, communities and individuals to come together and explore sustainable alternatives and urgently reduce the production and excessive use of single-use plastic that is polluting our oceans, damaging marine life and threatening human health.

India is emerging as a leader given it has one of the highest recycling rates in the world. It can be instrumental in combating plastic pollution. By hosting World Environment Day 2018, the Indian government is accelerating its leadership on an issue of tremendous magnitude.

World Environment Day is a UN Environment-led global event, the single largest celebration of our environment each year, which takes place on June 5 and is celebrated by thousands of communities worldwide.

India’s Lunar Mission Chandrayaan-2 to Aim for Moon’s South Pole

Chandrayaan-2, the lunar mission under which the ISRO will for the first time attempt to land a rover on the moon’s south pole, will be launched in April, Jitendra Singh, in-charge of the Department of Space said.

The rover of India’s second lunar mission, costing nearly Rs 800 crore, will be made to land near the yet-unexplored south pole, ISRO’s newly-appointed chairman K Sivan said.

“India is going to launch Chandrayaan-2 in April. It is under Chandrayaan-1 mission that the ISRO spotted water on the moon. Chandrayaan-2 is a further extension of the project and it is as good as landing a man on the moon,” the minister said.

Chandrayaan-2 will be ISRO’s first inter-planetary mission to land a rover on any celestial body.

“The targeted date is April. In case we miss the April date, we will launch it in November,” Sivan added.

Citing the reason behind landing the rover near the south pole, Sivan said it is a “very tricky area” with rocks formed a million years ago. “It has very old rocks. This could possibly help us understand the origin of the universe,” he said.

WhatsApp Payment is Beta Test with Only 10 Lakh User Base

Amid deep concerns raised by Paytm founder Vijay Shekhar Sharma, the National Payments Corporation of India (NPCI) has clarified that it has allowed WhatsApp to beta test its payments service with a limited user base of 10 lakhs and a low transaction limit.

WhatsApp payment service will rival the likes of Paytm, whose founder Vijay Shekhar Sharma has been critical of the Facebook-owned company and has even alleged that the US firm was getting unfair advantage.

“Currently, NPCI has given its consent to roll out WhatsApp BHIM UPI beta launch with limited user base of one million and low per transaction limit. Four banks will join the multi-bank BHIM UPI model in phases (in the coming weeks) and full feature product shall be released after the beta test is successful,” NPCI said in a statement.

It added that multi-bank model offers advantages such as transaction load distribution between banks and helps to integrate popular apps easily with BHIM UPI.

NPCI said its broad principles for inter-operability include ability to send and receive money through any BHIM UPI ID, intent and collect call and, read and generate BHIM/Bharat QR code that are required in final BHIM UPI app.

“BHIM UPI enabled app which fulfils such principles only will be permissible for full scale-public launch,” it emphasised.

NPCI — an umbrella organisation for all retail payments in India — asserted that it follows “well-defined guidelines” for BHIM UPI services with the objective of making its platforms “inter-operable and based on open standards, convenient and secure”.

Paytm’s Sharma had raised a storm after Facebook-owned WhatsApp started testing payments through its platform. He alleged that WhatsApp’s UPI payment platform has security risks for consumers and is not in compliance with the guidelines.

Alleging Facebook of having “arm-twisted” UPI to derive benefits, Sharma had said Facebook was “killing beautiful open UPI system with its custom close garden implementation.”
Emails sent to WhatsApp for their response remained unanswered.

Paytm spokesperson said NPCI statement addresses the concerns of interoperability violation that it had raised and also clarifies that the trial has been restricted to 1 million users.
